'Why is it that the Westminster parliament cannot pass simple legislation which will mean that only MPs from English consituencies can comment and vote on matters relating to England?'

Dear Sir,

With the Prime Minister seemingly rattled by the SNP and English nationalists equally upset, why is it that the Westminster parliament cannot pass simple legislation which will mean that only MPs from English consituencies can comment and vote on matters relating to England? It is surely easy enough to look at which issues are dealt with by the Scotch and Welsh assemblies and to use that as a guide. Matters relating to the entire UK, such as the Exchequer, Foreign Affairs, Defence, etc., would remain open to all MPs.
